Society Board Meeting Minutes    
14 April  2025


CALL TO ORDER
The meeting was called to order at 9:34 am by President Anne Billeter. A quorum was established. In attendance:  Anne Billeter, Frank Marksman, Cathy Ullrich, Valerie Sanders, Ros Lyne, Ann Baracker, Jeanne Hoadley, Loretta Barker, Rich Miles; guests Bill Mansfield, Mike Meredith; via Zoom Matt Weismantel, Kim Thurman.

Anne welcomed attorney Bill Mansfield and handyman Mike Meredith.

APPROVAL OF MINUTES
2025-17 Frank Marksman moved to approve the March 2025 minutes.  Valerie Sanders seconded. Motion carried.
TREASURER’S REPORT
2025-18 Rich Miles moved to approve the corrected March Treasurer’s Report. Loretta Barker seconded. Motion carried.

Total income                   $ 3,789.06
Total expense                 $ 2,823.47
Net operating income    $   965.69
Net income                      $ 1,316.35
2025-19 Kim Thurman moved to approve the April Treasurer’s Report. Loretta Barker seconded. Motion carried.
ODOT - see attached ODOT letter
Discussion ensued about the proposed driveway adjustment. Concern was expressed about the driveway slope into and out of the parking lot and the full extent of the final project. Attorney Bill Mansfield recommended we draft a response regarding our concerns and follow up with a right-of-way agent.
2025-20 Frank Marksman moved to authorize Attorney Bill Mansfield to respond to ODOT on our behalf. Rich Miles seconded. Motion carried.

NGS - see report 
Matt Weismantel highlighted concerns about cuts to the National Archives and the National Endowment for the Humanities, among others. Kim Thurman will follow up with other large Oregon genealogy organizations to see if they would like to send a joint letter to Oregon Senators and Representatives.

NEW BUSINESS
None

UNFINISHED BUSINESS
Insurance Review -  A quote will be obtained for additional coverage for budgetary purposes.
Central Point Chamber of Commerce 
2025-21 Frank Marksman moved that RVGS join the Central Point Central Chamber of Commerce at the cost of $125. Valerie Sanders seconded. Motion carried.
Donated Gift Cards - The usage of gift cards was discussed. It was recommended that gift cards be used for over-budget items or books, not day-to-day expenses. Kim Thurman will include a policy on gift cards in the revised Funds and Investment Policy.

REPORTS
President - see report. 
Anne Billeter did note that the Arkansas Mystery Genealogy Quilt has been reunited with a great-grandaughter of Armilda Fields. 
Vice-President - see report.
Frank Marksman made the correction that Jana Stanley works for Rogue Retreat. We are still seeking grants for  RVGS’s improvement. Rich Miles will check with the Southern Oregon Historical Society to see if they can suggest additional grant sources.
Trustee - see report.
Past President - Kim Thurman stated that there were no questions about the bylaws change. Members will vote on the recommended changes on April 15 at the Member Meeting.

DIRECTORS
Volunteer - see report.
Ann Baracker reported that the Senior Fair went well and noted several additional outreach opportunities. Anne Billeter will reach out to Horton Plaza; Frank Marksman will follow up with Perl Funeral Home. Ann also mentioned that she will investigate costs for an RVGS flag. June 22 is the date set for a librarian get-together from 1-3.

Membership - see report. Loretta Barker let us know that Life Membership numbers were corrected.
